Abstract Recently, not a small amount of schools have been shutdown for good because of its reducing numbers of students in many rural areas caused by nation-wide urbanization. Those abandoned school buildings produces many physical and social problems. Therefor the government has struggled to revitalize those facilities by delivering new functions to them, for example, a youth training center. But such an effort has not been proven successful as yet. There remains a lot of problems in many aspects. The purpose of this research focuses on defining what makes those school buildings' new role unsuccessful and how could it be improved. The result shows that the conditions of those training centers are much worse than the newly built centers in size, accommodation, quality and variety of facilities, availability of programs as well as its economical situations. According to the results of the survey including interviews with the selected personnel running the centers, the main reason why they are suffering lies in the regulations related to the utilization of old school building that restrain new investments to improve the training centers and enhance their competitive power.
