Abstract |
The goal of this paper is to analyze the effect of public contribution in the special planning districts and to offer improvements for this system. This paper analyzes the present conditions of incentives for land donation in the special planning districts with detailed development plans and attempts to analyze quantitatively the effects of public contribution through land donation. This paper also tries to compare the effect of public contribution in special planning districts with that of the pre-negotiation system. This paper reveals that public contribution has been used not as a means of restitution of development gains but as a catalyst for promoting high-rise residence-commercial complex buildings. The results of the comparison analysis show that the effect of public contribution is somewhat lower than that of the pre-negotiation system. This paper suggests the following policy improvements: that the size of public contribution be measured not by the size of the lots but by their value; that role allocation between the public contribution and the pre-negotiation system be put forth; that the pre-negotiation system be introduced in the special planning districts. |
