Abstract The research is to explore the private initiatives for the collaborative between the public and the private in terms of educational environment, lifelong education and digital divide. The regional enviroment for K-12 education is the essential part of the public domain that supports social activities and group participation for the community. The main purpose to carry out the education agenda in the public school is to make students learn and participate the society as well as the community located around their residential area in order to organize not only the democratic structure but also the innovative society in diverse levels such as neighborhood, learning community and regional society. The research is to aim at exploring the superintendent direction regarding how a regional network of educational facilities allocates resources for the BTL investment. This paper outlines a change process that was used by the ministry of education, science and technology as well as the school district. The issues that effect the quality of the districts' education life present practical tools for promoting and sustaining school society across the groups; students, parents, and teachers. The integrated system of educational facilities for the lifelong learning community can provide a public domain with various programs and opportunities accomodate series of preferences and regular curriculum for official degrees to achieve individual goals in the local society. In the research, the tables and the diagrams is to illustrate the relationship how the innovation by investment and technology driven from private stakeholder will be able to play roles to implement the location based participatory plan in the information era.
