Abstract After the World War the second, France mainly focused on housing policy to reconstruct absolute housing deficiency due to mass destruction. Quantitative deficient was resolved in 1973, but instead qualitative enhancement of housing environment became a new issue due to dilapidated housing units. In addition to that, problems of housing supply policy were revealed and new policies put weight on housing allowance system according to the report of Raymand Barre, the Prime Minister. Afterwards social mix policy for the low income groups became important for the purpose of social unification. Furthermore ‘Housing Petition Right’ which represents and guarantees the people's housing right was enacted in 2007 and is in effect now. This study discusses the possibility of development for housing right in Korea through the examination of the world first case of housing petition right of France.
