Abstract The purpose of this study is to propose culture facilities necessary for activating use of underground culture facilities, space planning strategies for underground culture facilities, and space planning elements for public areas of underground spaces. The research methods used to conduct this study are research references and survey. The sample size was 128 experts. This study can be concluded as follows: First, for activating use of the underground culture facilities, planning elements aspect of utilization are necessary. Second, for activating use of the underground culture facilities, planning for specific culture facilities and planning for users to get support are necessary. Third, for activating use of the underground culture facilities, planning for complex culture facilities dedicated to cultural performance and local culture experience based on locality are necessary. Fourth, for activating use of underground culture facilities in the perspectives of space planning strategies, it is necessary to secure the integrated and linked characteristics among the facilities in public culture facilities and to establish an environment that can easily be accessed by the users. Fifth, for public areas of underground spaces, it is reckoned that the space planning that promotes clean environment though air and lighting control, creates safe environment with preventive measures to disasters and allows an easy access are necessary.
