Abstract Since 1989, public rental housing began to be supplied in Korea but now it is necessary to furnish the direction and strategy for the environmental of housing estates. Currently, Japan is confronted with various problems of public rental housing estates including environmental issues, an rapidly aging society, falling birth rates, increasing vacancy, the declining of regional cities, and disaster readiness issues constructed in 1970's housing estates. As for this circumstances, the purpose of this study is to deduce housing stock renewal and utilization of Urban Renaissance Agency in Japan by concept of Sustainable Conversion as systematic and legal aspects which had been analyzed from researcher's prior study. The results of this study are expected to serve some clue for the future direction of Sustainable Conversion for secular changing housing estates which suggested under consideration of the housing situation in Korea.
