Abstract This paper aims to analyze Vinex plan as the comprehensive plan including the urban planning and housing planning. And to draw some implications by analyzing the characteristics applied to case, IJburg. Then theoretical and historical research for the background and objective of Vinex, implement system, characteristic of urban planning and housing planning. For the case study, the IJburg near the center of Amsterdam is selected among the Vinex development cases. As a comprehensive plan, how the Vinex plan was reflected in this case is analysed. In the urban planning, for walkability and compact development, the public transportation plan and open space plan are adapted. In the housing planning, quantitative aspect, density and supply, qualitative aspect, the diversification of block, housing type and the design of architecture and open space are introduced. Government was established in the comprehensive plan, the government departments have been working closely, Characteristics of the Vinex plan has been applied consistently. There is the meaning in the thing that the research about the establishment of the comprehensive plan and this realization presented one direction to the housing development of our country in the future.
