Abstract The physical standard of school location is getting lost its critical power on the location decision making procedure. The restructuring of school facilities and their rearrangement, the agent who is responsible for facilities’ installation expense and negative externality are the conglomerate social issues that consequently delivering the deterioration of physical condition. This study points out those issues by the result of analysing preceding studies’ research subjects and apprehends their contextual effects on the conflicts cases between schools and their adjacent communities. As for the cases, externality, the complexity of interest bounded to the communities’ specific context, and the legal procedure of location adoption have the latent conflict-causing institutional features. The Analysis of interactions between stakeholders implies the flexible approach to the coordinative social decision making of school location, which means the necessity of preliminary opinion gathering and its definite responsible institution’s role.
