Abstract The constitution of urban district centers and community spheres is useful to plan community unit for regeneration of urban residential areas, and the methods of organization is important. This study has two objectives: (1) to present methods to identify urban district centers and community spheres in small and medium sized cities and (2) to suggest evaluation index standards to construct them. In this study, geographical information system (GIS) was used and several steps were followed. At first, the expected urban district centers were discovered by investigating land prices and numbers of major facilities in Jeonju city. Second, time series regression model was considered to find out the final urban district centers with analyzing relationship between land prices and distance to expected urban district. Third, the evaluation method and index standards were proposed to plan urban districts and communities in small and medium sized cities. Overall, the results of this study demonstrated that this evaluation process and results are helpful to restructure urban planning system by constructing urban district centers and community spheres.
