Abstract Our society is facing the changes in the social structure because of development of civilization and income improvement. These social changes have caused an increase in vulnerable people to disasters such as the elderly, the disabled, foreigners and children and then it is expected that there will be a growing demand for security. Although performance-based evacuation safety planning has been performed in order to ensure the evacuation safety when fires occur in buildings, there are many difficulties in considering the vulnerable people to disasters who are expected to exist in buildings. In order to ensure the evacuation safety for vulnerable people to disasters when fires occur in buildings, this study investigated and re-established items and factors of evacuation planning with previous literature and conducted a preliminary and main survey on experts in construction and fire protection. Subsequently, this study performed the descriptive statistics importance analysis, regression analysis and others by using the SPSS statistical program. The previous evacuation planning has lacked consideration for vulnerable people to disasters who were the most vulnerable in evacuation. Thus, in order to provide a direction of evacuation planning with consideration of them, this study analyzed the importance in detailed conditions of evacuation planning that varies depending on start of fire. In the future also, various studies will be continued for evacuation safety to vulnerable people to disasters.
