Abstract The purpose of this paper is to explain the correlation between construction of Hwasung city and commercial world in the late Joseon dynasty. In 18th century, the leading part of commercial world was changed from Sijeon(licensed shops; 市廛) to Sasang Dogo (private merchant; 私商都庫). Sasang Dogo got the command a place of great commercial importance, and they bought up goods that come up from provinces to capital Hanyang. The government had a sense of crisis about this private merchant system of the commodity circulation. As a result, the government built the new city Hwasung at important position of traffic, and then did to pierce the arterial road Samnamdaero in Hwasung city. This paper revealed the change of city location's concept in Joseon dynasty of 18th century.
