Abstract The aim of this research is to provide a systematic methodology for mating the spatial structure and the usage of a certain urban area. Generally speaking, the commercial use is allocated to the area which is easily accessible while the residential use is allocated to the area which is relatively less accessible. However, there are a lot of situations in which such a general rule does not work and in that situation, such an area does not work properly. To resolve this problem, it is required to make some changes in the spatial structure and/or the usage of a certain urban area. Both strategies would be good solutions for fixing the problem, but the latter one is not practical. Therefore, the former one could be more efficient and practical solution. The aim of this research is achieved by suggesting an index for representing the spatial structure such as "Integration Average" of a certain urban area; providing a means for changing the urban spatial structure through creating the new roads and deleting the existing roads; dealing with finding the very roads which can make the biggest changes in the index, "Integration Average" as above.
