Abstract Architectural Committee of Local Government, which was established in 1972 to review architectural plans for the control of urban aesthetical view has still maintained for ensuring its purpose, but not corresponded to the real enactment of the legislation. Therefore, the study is aimed to examine operation of the committee' function and to propose an improvement on the public administration of the board. Extensive research on 4 district office in Seoul suggested such substantial implementations as followings; 1) It is needed to establish clear purpose, range and standard of design review, 2) Local committee should be independently operated, 3) It is efficient that Architect is participating in design review process, 4) It is required to improve the review method, which secures enough time to check plans before reviewing, mails design documents out to each committee member before reviewing, and simple appealing process, 5) It is practical that each local government ensures exclusive staffing resource for the operation of committee and pays adequate compensation to each professional consulting by reviewers, and 6) It is recommended the law offer executive discretion power to the architectural committee. Finally the study implies that more expansion of study area on district offices and clear standard of operation for architectural committee are needed to meet the real meaning of legislation enacted by law.
