Abstract Housing policy poses a significant impact on the living of people. Over the past five years new housing types such as the urban-life-housing, the quasi-housing, and the partial lease apartment have appeared in the housing market due to demographic and social changes. These new housing types have been added to the Housing Act as they appear. However the new housing types in the regulations are in conflict with the existing definition and types of housing. The purpose of this study was to point out the problems with the current housing definition and types in the regulation aspect and to propose improvements to them. The results of this study are as follows. First, the definition of housing needs to be redefined to meet the changes in the population and society and to drive sustainable housing policy. Second, the housing types should be categorized according to various standards of classification that contain not only quantitative factors such as housing area, scale, stories, housing expenses, etc., but also qualitative factors such as users' characteristics, services, functions, performance, etc. Third, the definition and types of housing is should clearly link to the relevant regulations.
