Abstract The purpose of this study is to propose what needs to be politically reflected when any policy is practiced for stabilization of Ordinary housing, by taking an actual district and analyzing problems and limitations shown on process of legalizing illegal buildings in the last 3 months. For the purpose, establishment process and changes in policies related to 'Special Act dealing with the Specific Illegal Buildings', and some of recent cases of legalizing were examined. After examining cases that were brought in to Architectural Review, 72 types were shaped and characteristics of each were deduced. With the results, types were classified into those that need legalization, and those need enforced sanctions once legalization is allowed, and sections to be politically improved were analyzed as well. Through this study, 1) needs for well-defined standards for selecting illegal buildings for legalization, 2) needs for safety reviews such as fire prevention or disaster prevention in process of legalization as well as 3) needs for detailed process and establishment of an organization in charge were drawn as political directions suggested for improvement.
