Abstract The purpose of this study was to explore characteristics of local governance in government-led neighborhood regeneration projects in Korea at the aspects of agencies and activities. Based on Rhodes' governance theory, the research framework is composed of network and activity; analyizing agency of public·private·citizen sector, interdependence between organization through community participation, a significant degree of autonomy from the state, and continuing interaction through future cooperation intentions. 4 Case study is delivered with the interpretation of stakeholder's interview and residents survey. The essential finding were as follow; First, government-led neighborhood regeneration projects are structuring various types of local governance including public/private/citizen sector and its intermediary agencies. Second, residents as major stakeholder are becoming interdepent on other agencies thrgouth government-led community participation programmes. Third, intermediary agencies's role is significant to transform government-led local governance to community-led local governance. Forth, resident at citizen sector is intentionally collaborate with resident's organisations, neighbors, public agenies, and professionals which is gearing a future continuing interactions for neighborhood regenerations.
