Abstract This research is an alternative attempt about commercialization all the places in cities. The proposal indicated by deducting not only theoretical approach but also design production, and the research is progressed with three steps to accomplish those. First step is theoretical study that becomes conceptual foundation of design. This paper refers to 'Elements de rythmanalyse' by Henri Lefebvre. Early he awakened the harsh reality to naive architects and urban planners by 'La production de l'espace(1974)', additionally he raised presentation of problems about our field in his posthumous work 'Elements de rythmanalyse'. He was an extraordinary philosopher who deeply thought about relationship between people and space. Second step is extractions of the planning tools that actually can be apply to the design process. This step is for preparing elements to transform theoretical and abstract concepts into practical structure of architecture and people's activity. For this, we contemplated Lefebvre's practical analyses and then set up detailed methods categorizing two parts; activity program and physical tools. Final step is implementation of the design for public underground space. In order to arrange this step, primarily we obtained required basic data through site survey and reviewing materials that related with plans. Also, we suggested the public underground space which composed with 'Central Boulevard & Meeting Street', 'History Plaza & Archive', 'People's Round & Art Hall', 'Communion Hall', and 'Great Vacant' by applying detailed methods that constructed from previous steps.
