Abstract Ministry of Land, Infrastructure and Transport announced Long-life Housing Construction and Certification Criteria dated on December 24, 2014. Apartment housing with more than 1,000 units is subject to certification. Although the certification has been conducted for more than one year, there are no housings have been certified as excellent and highest excellence. According to the results of an analysis of the current situation, infill markets along with housing markets were expected to be activated, but they still fall short of expectations. The purpose of this study is to set directions for technological and institutional activation of infill to expand long-life housing infill market. First, directions for the derivation of primary infill performance criteria were set for technological development of infill. The scope of primary infill was decided to encompass wall, floor and ceiling. Through an analysis of existing light wall guideline and long-life housing requirement performance, safety, habitability, durability, constructability, maintainability and joint performance were derived as performance required by infill item. Second, directions for deriving incentive measures for infill suppliers were set as institutional incentive measures. Incentive requirements were investigated through expert interviews. Incentive measures include awarding bonus points in PQ, tax support and financial support, and policy fund financing for technology development.
