Abstract |
Facilities in public sector have obligation to satisfy the needs of socially weak. Therefore public facility should play a strong role in providing gender-equal service. Since housewives and elderly citizens in general have less chance of exposure to cultural activities, public cultural institutions like municipal community center should be built with service emphasis on these demography. The aim of this study is to analyze facility standards of municipal community center and propose improvement on the standards in regards to gender equality. For this purpose, relevant literature is researched to analyze function and trends of municipal community center. Then necessity for gender analysis for municipal community center is conducted with reference to women-friendly facilities within public facilities. Afterwards, gender issues are identified to form the analysis frame to examine the facility. Three main issues found are accessibility, convenience and safety. With these issues, facility standards of municipal community center are evaluated. The results from this analysis revealed the need to improve the standards in location selection, parking for the caretakers and the pregnant, public transportation stops and entrance space. Other elements that needed stronger provisions are care service space, pedestrian passage, outdoor space safety among others. Finally, degree of enforcements and legal adjustments are proposed. |
