Abstract |
This paper aims to explore the interactions and linkages between climate mitigation and adaptation through the analysis of major climate change measures of 8 climate change pilot cities in Korea and to suggest an integrated approach for local climate change plan. The research was conducted as the followings; Firstly, the article reviews inter-relationship between mitigation and adaptation and establishes a theoretical framework for the analysis. Secondly, major strategies of local climate change plans of 8 pilot cities were analyzed in respect to positive or negative influences on each other. The result of the analysis shows that most of mitigation actions have positive influences on adapting climate change. Positive synergies were mostly expected from the key measures in the sectors of buildings, forests/agriculture, and waste. The adaptation actions had less positive influence on mitigation than the mitigation actions did on adaptation. Several cases of Negative synergies, Trade-offs of adaptation, and a negative mitigation effect were found. Conflicts might occur at some measures like construction of infrastructure to prevent flooding or shore erosion and large scale development for wind power plant. Lastly, based on the result of the analysis, brief policy implications were suggested to enhance positive synergies. |
