Abstract The purpose of this study is considering applicability of Urban-Scale Evacuation Simulation with existing evacuation simulations. To achieve this purpose, We conducted comparative study on Theoretical characteristics of two simulation programs - Network Based Multi-Agent System(NBMAS), BuildingEXODUS ? and implement Virtual Experiment with scenario of Civil Defense Emergency. The analysis of simulations is accomplished by four major points. First, A huge virtual space for urban-scale evacuation, Second, The Evacuation time to verify safety of evacuation plan, Third, The Facility capacity of shelter to accommodate limited agents, Last, Escape disturbance factor to increase evacuation time. In conclusion, NBMAS with Shelter's Maximum capacity of Agent is useful for distribution of evacuation-ways and decision of Shelter's position and capacity. and BuildingEXODUS is useful to analysis microscopic behaviour pattern of individual agent, but it was not suitable because the facility capacity of the shelter and building a huge-scale virtual space was not considered.
