Abstract This study aims to figure out the tendencies of tower constructions by investigating all buildings taller than 60m targeting in Chiyoda ward and to classify 31 blocks of Daimaruyu district from the view of development characteristics related to the urban development systems. There have been four phases in the transition of the skyscraper distribution and applied urban development systems. Based on 145 buildings (Phase I:17, II:22, III:35, IV:71), it is ascertained that the characteristics of tower construction have from the symbolic position of having one skyscraper to having a symbolic area of skyscraper group; this has progressed with the development of the urban development system, which also changed from a system applied to an individual site to a system for blocks or large-scale areas. As a result of typology, it is possible to classify ten types. The affinities among types and urban development systems are determined and it is suggested the necessity of : 1) establishing an area to manage the height of skyscrapers, 2) applying the proper urban development systems based on the characteristics of blocks, 3) making a design guideline based on the area-unit to manage the systems condignly.
