Abstract In Korea, participants in the construction phase of public sector construction projects refer to the procedures of public organizations and perform design changes in accordance with administrative rules. However, there are differences between these documents in form, structure, and elements depending on the purpose of the enactment, so it is confusing for practitioners to carry out design change works. Therefore, in this study, the design change process in the existing literature was analyzed for design change due to design defects, which account for the highest proportion of design change cases, and then the process was systematically restructured. In order to review the adequacy of the reconstructed design change process, an interview with experts was conducted. As a result, the opinion was investigated that the problems of duplication, omission, and conflict in the existing design change process were resolved. It is expected that the results of this study can be used as basic data when revising laws in the future.
