Abstract The purpose of this study was to examine the small-scale housing improvement project in Seoul and find the characteristics of the project. To do this, 23 research sites were analyzed as site characteristics, planning characteristics, and institutional characteristics. Major finding of this study are as follows : First, when implementing a small-scale housing improvement project, it is expected that a plan for securing infrastructure in the block or above spatial unit is necessary. Second, it is expected that a separate incentive plan will be needed accordingly depending on the use of buildings developed for each small-scale housing improvement project. Third, it is expected that additional supplementation of municipal ordinances related to Seoul will be needed to increase the utilization of items to ease construction regulations stipulated in the act on special cases concerning unoccupied house or small-scale housing improvement.
