Abstract |
This study aims to identify policy-level core contents and values in Smart City (SC) Plans published between 2009 and 2023, serving as
required official comprehensive SC masterplans. The study sample included 42 masterplans, encompassing all SC comprehensive masterplans
published since the national SC policy was first institutionalized. The sample underwent analysis to identify actual policy contents stated in
the SC masterplans and to synthesize policy contents. Three content analysis methods were utilized: Word Frequency analysis, Semantic
Network analysis, and Term Frequency - Inverse Document Frequency weight analysis. Additionally, by defining the U-City policy as the
first period and the SC policy as the second period, significant changes between the periods were identified. Policy concepts and usages of
SC services expanded, with a focus on user-oriented policy developments. It was concluded that SC policies in South Korea have been
advancing and evolving in terms of policy contents and display consistent developments within institutionalized planning frameworks. |
