Abstract |
This study explores the planning characteristics of administrative welfare centers from a publicness perspective, as these centers adapt to
policy changes and the evolving functions of public facilities. Using Analytic Hierarchy Process (AHP) analysis, the importance and weights
of publicness evaluation indicators and planning elements from previous research were assessed. The study evaluated the planning
characteristics of 12 administrative welfare centers in Seoul. The analysis showed that planning features emphasizing accessibility focused on
easy entry and exit by constructing pedestrian roads within the premises and ensuring convenient connections to public transportation hubs to
improve mobility for residents. For openness, planning strategies included installing pedestrian paths and landscaping within public areas, or
creating open spaces by leaving lower-level areas vacant using piloti planning. Regarding connectivity, efforts were made to establish
pedestrian pathways within the premises, incorporating gradients or gentle slopes for smooth integration with the surroundings, and aligning
building lines and floors with adjacent structures to maintain urban continuity. |
