Abstract This study aims to improve the methodology for estimating vacant buildings nationwide and to establish a survey framework for effective management. Focusing on non-residential buildings, vacancy was estimated using business registration data and electricity usage below 1 kWh/ ㎡. To enhance accuracy, several measures were applied: building-level analysis, filtering out unclosed building registers, setting thresholds for low energy use, and excluding agricultural warehouses and facilities for animals and plants. Based on these refined criteria, a field survey was conducted in cooperation with local governments to validate the estimates. The survey results helped identify buildings that had been demolished, contained register errors, or did not require management, allowing the survey base to be narrowed. The vacancy determination rate was 21.6%, confirming the reliability of the framework. This study proposes a feedback-based survey system and provides foundational data to support legal and policy reforms for more efficient management of vacant buildings in Korea.
