Abstract This study investigates the gap between planned and actual openness in large-scale apartment complexes in Seoul by analyzing the architectural design review process and post-occupancy conditions. Focusing on complexes with over 1,000 households that completed reconstruction and for which official review records are available, the study identifies how public authorities have sought to ensure openness through planning incentives and spatial guidelines. Review opinions were categorized into three types: physical accessibility, functional sharing of space, and urban connectivity. Field surveys show that while some complexes maintained open pedestrian routes and integrated public facilities, many saw increased closure over time due to resident opposition, security concerns, and autonomous management practices. Even when openness was a precondition for planning benefits, implementation often required direct administrative intervention. These findings reveal a structural disjunction between planning intentions and operational realities, highlighting the need for ongoing institutional engagement to realize openness in high-density housing environments.
