Abstract |
This study aims to analyze the current management status of Women’s Safe Pathways and to propose practical improvement strategies from a CPTED (Crime Prevention Through Environmental Design) perspective. Drawing on a questionnaire survey with experts actively engaged in crime prevention activities, the study identifies several structural and operational limitations in both the designation and maintenance of these pathways. At present, Women’s Safe Pathways are primarily designated along major roads or arterial streets, which often results in the exclusion of more secluded and vulnerable alleys or residential areas where the risk of crime may actually be higher. Furthermore, the designation process tends to depend heavily on subjective judgments, lacking data-based, objective criteria. In terms of maintenance, problems include the use of outdated or rigid management card formats, vague allocation of responsibilities among relevant institutions, and chronic budget shortages. These limitations significantly reduce the effectiveness and reliability of the program. To enhance safety outcomes, this study recommends developing a data-driven, standardized designation process, alongside the establishment of an integrated, continuous management and monitoring system. |
