| Abstract |
In construction projects, value engineering (VE) is widely applied to reduce budgets and enhance performance. Conducted during the design
stage, VE follows a structured job plan to achieve the best value at the optimal cost. The quality model plays a critical role in determining
the evaluation scale during the preparation stage. However, in current design VE practice, building a quality model is not carried out
systematically. Evaluation items are often selected based on expert-driven experience, which can lead to differences between VE results and
the actual needs of building occupants and users. This study aims to develop a methodology for creating a post-occupancy evaluation
(POE)-based, user-oriented VE quality model. The proposed approach is expected to support the reliable identification of quality requirements
in the VE process and improve work efficiency. |
