| Abstract |
On-site surveys, inspections, and verifications of buildings serve as a critical gateway in the architectural administrative process, determining
whether projects can proceed to subsequent stages. These tasks play a vital social role by safeguarding building safety and ensuring the
quality of spatial environments that directly affect daily life. While these responsibilities fall under exclusive permitting authority, they can be
delegated to licensed architects. Specifically, inspections for approval and temporary use must be conducted by a third-party architect who is
neither the designer nor the project supervisor of the building in question. This study conducted a comprehensive examination of the building
ordinances of 17 metropolitan governments and 157 municipal governments, which provide the legal basis for the agency architect system.
The analysis categorized the ordinances according to executing entities, scope of work, and procedural processes for comparison. Based on the
findings, the study discusses the concept of delegated administrative tasks, the original policy intent of the system, and evolving conditions in
architectural administration, and identifies key issues and directions for improvement. |
