| Abstract |
This study analyzes the effects of relaxing coastal height restriction zones on buildings in Sokcho City, Gangwon Province. Sokcho is a
coastal city known for its scenic landscape, where the coastline, lagoons, and Seoraksan Mountain form a unified urban environment. To
preserve this scenery, multiple height restriction zones were designated along coastal urban areas under the National Land Planning and
Utilization Act. Although more than 20 years have passed since their designation, these zones have been maintained with limited monitoring
or research. Ongoing resident complaints have led to repeated cases of height zone abolition or relaxation. The study examines changes in
building height and characteristics before designation, after designation, and after relaxation, and identifies the most sensitive building types.
Lodging facilities are found to be the most responsive to height regulation changes. Height relaxation produces different outcomes depending
on the extent of the relaxation: larger increases initially lead to rapid height growth, followed by stabilization at a certain level. In addition,
the impact of height relaxation varies according to location and physical conditions. These findings can inform the development of rational
management plans for coastal height restriction zones that have been maintained without systematic feedback. |
