Abstract This study analyzes the spatial and typological characteristics of vacant houses in Seoul, examines changes in related policies and institutional frameworks, and proposes an analytical approach for their management and utilization. A review of previous studies identified key issues and limitations, while national and municipal policy and institutional changes were also examined. Using official survey data, the spatial distribution of vacant houses was analyzed with attention to housing type, construction period, and clustering patterns. The results show that vacant houses are primarily concentrated in low-rise residential areas, especially in neighborhoods developed during the 1980s and 1990s, suggesting that vacancy reflects not only individual building deterioration but also structural aging of residential areas from specific periods. Current management practices rely largely on exterior-based visual and qualitative assessments, limiting objective evaluation of internal structural safety and environmental risks. To address these limitations, a data-driven approach is proposed, integrating LiDAR-based safety assessment with spatial analysis to guide priority-setting in vacant house management.
