| Abstract |
This study aims to restore the life cycle of Parcel 75, Naeja-dong, Seoul, which has been administratively deleted from the cadastral map
and incorporated into Sajik-ro. This parcel was originally the site of Naejasi (Office of Royal Supplies) during the Joseon Dynasty, then
served as educational land during the enlightenment period. In 1935, Mikuni Trading Company constructed an employee apartment on the
site. After liberation in 1945, the property was seized by the U.S. Military Government and used as military quarters known as "Naeja
Apartment." In the 1970s, it was converted into "Naeja Hotel" until its demolition in 1991 as part of the Sajik-ro widening project. This
study utilizes previously unpublished administrative records from the Seoul Metropolitan Archives to analyze the ROK-U.S. negotiations from
the 1970s through the 1990s and the administrative conflicts among government agencies over land compensation and management rights. The
findings reveal that differences in legal interpretation and administrative errors during urban spatial reorganization significantly influenced
urban restructuring. This study demonstrates that even deleted parcels can have their histories restored through administrative documents. |
