| Abstract |
This study analyzes the institutional limitations of the current Educational Facilities Act in response to the rapid aging of school buildings in
Korea and proposes strategic improvements for advanced maintenance management. A comparative analysis was conducted among the Building
Management Act, the Special Act on the Safety and Maintenance of Facilities, and the Educational Facilities Act using nine criteria based on
preventive maintenance and Life Cycle Cost (LCC) concepts. The findings indicate that the existing system for educational facilities is largely
focused on short-term administrative procedures and reactive repairs, resulting in structural weaknesses in long-term asset management and
budget efficiency. To address these issues, three key directions are proposed: legalizing long-term repair plans specifically for school facilities,
introducing an LCC-based optimal investment decision model, and establishing a smart preventive maintenance system utilizing IoT and AI
technologies. In particular, the Advanced Annual Execution Guidelines for Educational Facilities, which include an annual roadmap and
quantitative checklists, were developed to reduce the limitations of subjective management by non-experts. This shift from reactive to
preventive management is expected to extend the physical lifespan of facilities and improve long-term national budget efficiency. Ultimately,
these measures contribute to creating a sustainable, safe, and high-quality learning environment for future generations. |
