| Abstract |
This study applies a Competency-Based Planning(CBP) approach to improve the effectiveness of industrial disaster response training and its
performance evaluation system during the facility operation phase. The goal is to establish a quantitative evaluation framework that links
required disaster response capabilities with Human Performance Indicators(HPIs). The research methodoloty is based on international standards
such as FEMA and ISO 22320, along with prior research, 10 response capabilities, 4 Training Success Factors(CSFs), and 4 Human
Performance Indicators(HPIs) were identified. A survey of 200 participants in tabletop training was conducted, and the data were analyzed
using descriptive statistics, t-tests, ANOVA, and correlation analysis. The results show a significant positive correlation between CSFs and
HPis, as well as strong inter-correlations among HPI items. These findings indicate that CBP-based training design can effectively measure
and improve behavioral performance in industrial disaster response. They also highlight the potential to establish a system for quantitative
performance evaluation and continuous imporvement through the linkage between CSFs and HPIs. |
