Title Energy Use Intensity Trends by Institution Type in Korean Public Buildings Using Korean Green Button Data

Abstract The building sector accounts for a significant share of energy consumption and greenhouse gas emissions. As policies increasingly aim to reduce energy use, clear classification of building groups becomes essential, providing a basis for comparing performance and guiding energy policy decisions. To examine how institution type influences energy consumption trends, this study analyzes the Energy Use Intensity (EUI) of 410 public buildings in South Korea using data from the Korean Green Button system. Data were collected through web crawling and subsequently preprocessed. Statistical methods for variance analysis were applied in three stages: pre-analysis testing, analysis of variance, and post-hoc analysis. Because the data did not meet assumptions of normality and homogeneity of variance, the non-parametric Kruskal-Wallis test and Bonferroni-corrected pairwise comparisons were used to determine whether EUI differs significantly by institution type. Results show that institution type with H = 100.669, p < 0.001, is significantly associated with EUI. Provincial and city Offices of Education recorded the highest mean EUI at 184.72 kWh/m², followed by basic unit local governments at 154.16 kWh/m², while local public corporations or agency buildings showed the lowest at 79.04 kWh/m². These findings provide evidence-based insight for targeted energy efficiency policies in the public sector and suggest the need for differentiated benchmarks based on institutional characteristics.
