Title Assessment of Pedestrian Accessibility and Usage Patterns of Dedicated Public Parks Using Urban Network Analysis

Abstract Dedicated public parks function as essential urban public spaces located within everyday living environments and are open to the general public, thereby contributing significantly to relaxation, leisure, and social interaction. However, both satisfaction levels and actual usage of these parks remain low. This stagnation is largely attributed to developer-driven supply practices, such as meeting only minimum regulatory requirements to obtain incentives or placing parks in locations with poor accessibility. This study proposes strategies to revitalize dedicated parks by assessing pedestrian accessibility and conducting field surveys to examine actual usage patterns. Through this integrated approach, parks with high pedestrian accessibility but low usage rates are identified, their environmental limitations are analyzed, and related policy implications are derived. The results indicate that park usage is not necessarily proportional to pedestrian accessibility. Instead, usage is strongly influenced by multiple environmental factors, including park size, amenity provision, availability of street furniture, locational characteristics, and specific design strategies. Based on these findings, active use of dedicated parks can be enhanced by implementing spatial designs tailored to local contexts and by expanding resting facilities.
