Abstract This study is aimed to analyze the nature of the two counter-active forces, inertia & innovation, which impinged upon the development of mass-housing in the new residential district of Sangkye in Seoul, Korea.The analysis is based upon four frames of reference:they include, "social mix & housing sizes", "the diversification of housing types", "modular coordination", and "PC system". Evolution in the production of mass- housing requires innovative techno-professional attitudes and methodology. The study identifies elements of inertia & innovation the KNHC introduced into the Sangkye project, hopes to suggest that this innovative movement have often surrendered to the aspects of inertia, which stemmed from the techno-professional bias of the residential district's producer-KNHC-to the conscious or unconscious appropriation of the status quo cultural phenomena such as institutional, economic, political constraints,or moreover, the fixed ideas of the professional organization itself.
