Abstract New town creation in Korea has been initiated as a form of the industrial complex, the projects conceived and realized in compliance with the government policy of the industrialization from the beginning of the sixties. Three decades thereafter have witnessed the remarkable economic development we have achieved; however, our society underwent an enormous mutation which could best been explained by the unprecedently rapid urbanization process during the period.The new town development policy has been further applied as an alternative for the attack of the urban problems caused mainly by the urban congestion and housing penury.The aim of this study is to analyze the evolution of the new town strategy in Korea since the beginning in view to evaluate its role in the process of the ruban development and to situate it further into the fruitful future effort for the promotion of balanced urban policy.
