Abstract The major purpose of this study is to investigate methods and performances of redevelopment programs for the City of Seoul, and therefrom to suggest more effective policy alternatives for the housing settlement of low-income families.The results of the study is summarized as follows:Redevelopment program is required to focus on the shelter resettlement for low-income families when they come to the supply of small-sized housing units.Also, it is required that 80% of all the housing units should be of small size less than 85m for the effective resettlement of low-income families if the housing units were supplied under the redevelopment program. Government is required to give financial support to the housing industry to encourage construction of permanent rental apartments.There should be an effort to develop a circulation redevelopment scheme which involves effective permanent transfer of the homeless who loose their shelters due to redelopment.
