Abstract Comparing with the reliability evaluation of general electrical equipment, the practical reliability evaluation of substation including protective circuit breakers is difficult relatively, due to the complex switching action of circuit breakers to maintain the continuity of electric power supply to the each load point and to minimize the outage of loads in the event of passive or active failure. This paper explains the concepts of passive failure events, active failure events, stuck condition of breakers and overlapping failure events to reflect switching action of circuit breakers for substation reliability evaluation with various bus structures. Also, we present an algorithm to effectively deduce the minimal cut sets and active minimal cut sets and calculation method of reliability indices. In order to verify the utility of the substation reliability evaluation technique, minimal cut sets and active minimal cut sets of substation model with the ring bus configuration are obtained and its' typical reliability indices, such as failure rate, average time of failure, unavailability and outage time are calculated and analyzed using the minimal cut sets and active minimal cut sets.
