Abstract |
With a continuously low birth rate and aging population, the government announced the "K-CCRC (Korean-version Continuing Care
Retirement Community)" in December 2020 as one of the elderly housing policies against the super-aged society. The K-CCRC is defined as
"a complex model in which baby boomers in large cities (metropolitan areas) can relocate to the region, interact with multiple generations,
and enjoy an active and healthy retirement." Subsequently, in October 2021, the government then designated and announced 89
depopulated-regions committing an annual budget of 1 trillion won. Given the population decline and aging trends in these regions, K-CCRC
projects are well-suited to be prioritized in the depopulated regions. This study aims to establish criteria for selecting candidate regions of
K-CCRC. The research approach involves analyzing indicators used to identify depopulated regions, reviewing K-CCRC policy contents, and
validating relevant data sources. The study identifies nine key indicators: (1) depopulation rate, (2) aging rate, (3) supply rate of residential
welfare facilities, (4) supply rate of leisure welfare facilities, (5) supply rate of medical welfare facilities, (6) rate of economic activity, (7)
percentage of senior job support institutions, (8) ratio of hospitals and clinics, and (9) ratio of medical personnel. The findings provide an
objective basis for identifying suitable regions for the K-CCRC. |
