Abstract Smart cities, which integrate ICT with urban infrastructure to provide urban services, are gaining attention as an approach to addressing various issues arising from urbanization. Data sharing between smart cities is crucial for achieving the goals of enhancing urban operational efficiency and improving responses to urban challenges. However, despite the importance of data sharing, the absence of common standards or criteria makes interoperability between smart city projects and the integrated management of services difficult. Therefore, this study proposes an integrated information framework based on facilities and urban services to ensure interoperability among smart cities and presents high-level common metadata standards. This aims to establish a foundation for data consistency, interoperability, and efficient management.
