Abstract The current manpower estimation for private construction management (CM) relies on statutory supervision standards or public-sector-oriented criteria, which fail to reflect actual workloads and client requirements in private projects. This study develops a systematic manpower estimation framework through four stages: analysis of structural limitations in existing standards, redefinition of private CM work scope, identification of manpowerinfluencing factors, and AHP analysis of 48 CM professionals. All survey responses satisfied Saaty's consistency criterion (mean CR = 0.011833; max CR = 0.027233), yielding weights for five key determinants: Project Complexity (0.3250), Management Scope (0.2609), Facility Characteristics (0.1750), Owner Requirement Level (0.1423), and Project Scale (0.0968). The study proposes a stepwise estimation framework progressing from Baseline manpower → Work Phase Analysis → Factor Weight Application → Adjustment Coefficients → Final manpower, providing a theoretical foundation for future empirical validation and rational manpower standard-setting in private CM fee guidelines.
