Abstract Quality management cost is an essential operational resource for quality management activities in apartment housing construction projects. However, it is often managed through site execution budgets, limiting the systematic linkage of contractual planning, cost execution, quality testing, and performance management. This study analyzed the operational characteristics and limitations of quality management costs and proposed an integrated management system. Relevant regulations and previous studies were reviewed, and operational data from 16 apartment housing construction sites were analyzed regarding contract inclusion, estimation levels, cost composition, quality testing, and expenditure. The results showed that quality management costs were not included as independent items in construction contracts but were managed mainly through site execution budgets. Differences among sites were identified in estimation levels, cost composition, quality testing, and expenditure practices. Furthermore, the labor-cost-oriented structure significantly affected expenditure patterns, indicating the need for standardized management criteria and integrated information management to reduce operational variations. Based on these findings, an integrated quality management cost system was proposed, consisting of a headquarters-centered management structure, five management areas?contract, quality management cost, quality testing, expenditure, and performance information?and a PDCA-based operational process. The proposed system integrates site-level information, evaluates operational performance using standardized criteria, and applies the results to management standards and subsequent projects. This study provides a practical foundation for systematically managing quality management costs in apartment housing construction projects and establishing a standardized, data-driven quality management system.
